Executive:

Executive (EX) Group

Executives at Health Canada are classified in the EX group.

Qualification Standards

The EX Group Qualification Standard represents the minimum requirements for staffing an EX position and, therefore, applies to all appointment and deployment processes to and within the EX group, at all levels.

Health Canada seeks executives who demonstrate key leadership of competencies in:

• Strategic thinking: analysis and ideas
• Engagement
• Management excellence: Action management, people management, financial management.

Deputy Heads are required to identify educational requirements for EX appointment processes either through organizational policy or on a case-by-case basis.

Health Services and Program Management

Medicine (MD) Group

Health Canada employs medical professionals that work in the following two specific streams: community health medicine, and regulatory roles for health products, drugs and medical devices.

Qualification Standards

Minimum education qualification standards for the MD group are as follows:

• Graduation with a degree from a recognized school of medicine.
• Eligibility for a license to practice medicine in a province or territory of Canada.

Program Administration (PM) Group

Program administration professionals at Health Canada may work in various positions, for example, as a program officer or as a program manager.

Internal Services:

Computer Systems (CS) Group

Computer systems professionals at Health Canada may work in various positions, for instance, as a computer systems analyst or a support technician.

Qualification Standards

Minimum education qualification standards for the CS group are as follows:

• Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed

Financial Management (FI) Group

Finance professionals at Health Canada fulfill a variety of roles from junior financial analysts to finance managers.

Qualification Standards

Minimum education qualification standards for the FI-01 level are as follows:

• Successful completion of two years of a post-secondary program with specialization in accounting, finance, business administration, commerce or economics; or
• Possession of the Government of Canada Financial Management Certificate.

Minimum education qualification standards for the FI-02 level and above are as follows:

The minimum standard for positions classified at the FI-02 level and above is always met through either education or occupational certification.

Education: Graduation with a degree from a recognized university with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group.

Occupational Certification: Eligibility for a recognized professional accounting designation (i.e., CA, RIA/CMA or CGA).

Information Services (IS) Group

Information service professionals at Health Canada may work in various positions, for instance, as media relations advisors, marketing advisors or strategic communications advisors.

Personnel Administration (PE) Group

Human resources (HR) professionals at Health Canada are typically classified in the PE Group. HR professionals may work in a variety of HR generalist and specialist roles.

• Graduation with a degree from a recognized university with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Program and administrative service employees at Health Canada include various positions for example, administrative, accounting and data entry clerks for the CR group; and administrative assistants, administrative officers and executive assistants in the AS group.

Policy:

Economics and Social Services (EC) Group

Policy professionals at Health Canada are typically classified in the EC group. Policy professionals typically work as policy analysts, policy developers, and policy managers.

• Graduation with a degree from a recognized university with acceptable specialization in Economics, Sociology or Statistics.

Science and Regulatory:

Health Canada hires science specialists in a variety of disciplines to do research, regulatory work, and policy development in our multi-disciplinary work environment. The following occupational groups are used, depending on the nature of the work involved.

Biological Sciences (BI) Group

Qualification Standards:

Minimum education qualification standards for BI group are as follows:

• Graduation with a degree from a recognized university with specialization in a biological science; or
• Graduation with a degree from a recognized university in a natural, physical or applied science with specialization in a field relevant to the duties of the position.

Chemist (CH) Group

Qualification Standards:

Minimum education qualification standards for the CH group are as follows:

• Graduation with a degree from a recognized university with specialization in chemistry; or
• Graduation with a degree from a recognized university in a natural, physical or applied science with specialization in a field relevant to the duties of the position

Scientific Research (SE) Group

Minimum education qualification standards for the SE group are as follows:

• Graduation with an acceptable doctoral degree from a recognized university in a field of the natural sciences related to the duties of the position, or the employer-approved alternative.

• Graduation with a degree from a recognized university, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.

Engineering and scientific support specialists are typically classified in the EG Group. An engineering and scientific support specialist at Health Canada may work in various positions, for instance, as an environmental engineer, a dental therapist or a laboratory technician.
