Policy Coordination and Planning Directorate

The Policy Coordination and Planning Directorate:

  • Provides policy leadership and coordination for the department, the health portfolio and other federally funded organizations (such as Statistics Canada, CIHI, CHSRF, Infoway, etc);
  • Provides single window contact and focus for other government departments and portfolio organizations to coordinate Health Canada input for interdepartmental and government-wide policy initiatives;
  • Coordinates production of Ministerial materials for Cabinet and Parliamentary Affairs; and,
  • Leads and coordinates strategic planning and priority setting exercises.

Offices and Divisions

The Policy Coordination and Planning Directorate consists of:

Cabinet and Parliamentary Affairs Division

Assist HC branches, Portfolio agencies, senior managers and the Minister's office prepare for Parliamentary activities and meet statutory obligations. Provide strategic planning and procedural advice in all areas of Parliament affairs; provide support and advice to HC Branches and Portfolio organizations on preparation of Cabinet presentations; coordinate the preparation of Cabinet briefing materials.

Portfolio Affairs Division

The Division supports the development of coherent policy positions and priorities for the Health Portfolio, including Health Canada, the Public Health Agency of Canada, the Canadian Institutes of Health Research, the Patent Medicine Prices Review Board, the Hazardous Materials Information Review Commission and Assisted Human Reproduction Canada. The Division is the secretariat to the meetings of Health Portfolio Deputy Heads and the Portfolio Policy ADM and DG Committees.

Policy, Priorities and Analysis Division

Focal point for strategic planning in the department (Report on Plans and Priorities, environmental scan).

Leads on government-wide policy files (Speech from the Throne, Budget, medium-term planning, transition) as well as strategic policy files (e.g., Mental Health, Children and Youth, Strategic Policy and Corporate Services Review).

Maintains key linkages and manages strategic consultations and liaisons across Health Canada and with the policy and planning communities in other government departments and Central Agencies.
