Regulatory Initiative: Cigarette Ignition Propensity (Consumer Product) Regulations - Forward Regulatory Plan 2012-2014

Title or working title of the regulatory initiative: Cigarette Ignition Propensity (Consumer Product) Regulations

Description of the objective:
The Standing Joint Committee for the Scrutiny of Regulations, upon reviewing the Cigarette Ignition Propensity Regulations (CIPR) enacted under the Tobacco Act, considered that the Hazardous Products Act was a more suitable authority to enact "fire safety" standards for cigarettes as it is aimed at protecting the health and safety of consumers by prohibiting or regulating the sale, advertising or import of hazardous or potentially hazardous consumer products.  Part I and Schedule I of the HPA have since been replaced by the Canada Consumer Product Safety Act (CCPSA), which was enacted in June 2011.

The CIPR will be repealed from the Tobacco Act and remade under the CCPSA as the Cigarette Ignition Propensity (Consumer Product) Regulations.

To be repealed from the Tobacco Act and enacted under the Canada Consumer Product Safety Act

Indication of business impacts:
There are no expected business impacts.

Public consultation opportunities:
Stakeholders were previously consulted regarding a reduced ignition propensity standard during the implementation of the CIPR in 2004.  Their feedback can be found in the Regulatory Impact Analysis Statement for the CIPR posted on the Health Canada website.

Canadians will have another opportunity to provide input during the Canada Gazette, Part I public comment period.
