| 1. The Assistant Deputy Minister, Regions and Program Branch should ensure that all elements of the Department's readiness are tested, either through Exercise Gold or another means. | All elements have been or will be tested before the Olympics. Any weaknesses identified (if applicable) through these tests have been addressed or will be addressed before the Olympics. Most aspects of Health Canada's essential service commitment will be tested in Exercise GOLD and most of the delivery organizations are playing. Based on the scenarios identified, not all essential services were able to be tested during Exercise SILVER. And for Exercise GOLD plans do not include all components of Health Canada's Winter Games services. Even though some programs did not participate fully in SILVER and are not included in GOLD, they have still been involved in other exercises to support the declaration of operational readiness. For example, the lead Department, did not want to exercise the IPP component during the medal series exercises. Instead, Health Canada's Internationally Protected Person (IPP) program and the lead Department engaged in their own exercises. The role of the Public Health Bureau was also minimal in SILVER. Instead this program delivered an exercise series to practice quarantine on conveyances. The Chemical Emergency Preparedness and Response Unit (CEPRU) also exercised the Chemical Emergency Response Plan based on recommendations and amendments that evolved from Exercise SILVER. All of the exercise objectives identified by the HC organizations responsible for related service delivery have been included in the scenarios chosen for Exercise GOLD with the exception of infectious disease since this was tested during H1N1. The BC Regional Operations Control Centre and the Ottawa based Health Portfolio Emergency Operations Centre will be activated and at heightened levels of operation to represent the situation during the actual 2010 Winter Games. |
Completed Exercise Gold. During the Exercise, Situation Reports are produced daily (as a minimum). Documentation for the Exercise, including communication Individual After Action Reports (AAR) for the Regional Operation Coordination Centre; the HP Emergency Operations Centre; the Department and the Government of Canada at large. *Note that there will be many AARs produced that can be consulted to establish "readiness". |

The Assistant Deputy Minister, Regions and Programs Branch should ensure that training on Incident Command and Emergency Response roles and responsibilities occur for identified employees. | All identified employees will be trained before the Olympics. Course content has been developed. It is the DG's of various programs who have been selected to identify their own staff for training. Since the training is an all-hazards approach, the first wave mostly targeted those program areas involved in H1N1 however, there is some overlap between areas and additional training sessions will be provided to target 2010 staff as well. |
