International Cooperation

International Cooperation on Cosmetics Regulation (ICCR)

The purpose of the multilateral framework of the International Cooperation on Cosmetics Regulation (ICCR) is to maintain the highest level of global consumer protection, while minimizing barriers to international trade. The ICCR is a voluntary international group of cosmetics regulatory authorities from the United States, Japan, the European Union and Canada. This group of regulatory authorities meets on an annual basis to discuss common issues on cosmetics safety and regulation, and to enter into a constructive dialogue with their relevant cosmetics industry trade associations.

  • Framework for International Cooperation on Alternative Test Methods (ICATM)
    Validation organizations, which coordinate validation studies and test method evaluations in the ICCR member countries, together with a representative from Health Canada, developed a framework to increase international cooperation, collaboration, and communication on alternative test methods.

    Guidance document created by the ICCR initiative intended to help determine if a specific material used in cosmetics is considered a "nanomaterial" for regulatory purposes.
