This graphic explains how each level of trade is responsible for determining whether an event meets the definition of an incident. It specifies that you need to provide reports for your highest level of trade in Canada.

The highest level of trade is manufacturing, which is represented by an image of a factory. If you manufacture in Canada, you must provide your 14(2) reports to Health Canada and your 14(3) reports to Health Canada.

The next level of trade is importing, which is represented by an image of a ship. If you import to Canada, you must provide your 14(2) reports to Health Canada and the person from whom you received the product, and your 14(3) reports to Health Canada.

The lowest level of trade is selling/distributing, which is represented by an image of a cash register. If you only sell or distribute in Canada, you must provide your 14(2) reports to Health Canada and the person from whom you received the product.
