Currently, the e-PRS enrolment is not mandatory; however, it is recommended.
The Information Provider is an entity that has the status of a person in law-either a natural person who may or may not have a registered business name, or one created by law to conduct commercial business, such as a Corporation, Partnership or Co-operative-who wishes to securely conduct business with the PMRA through the Internet, either on its own behalf or on behalf of someone else.
All Information Providers wishing to securely conduct business with the Agency using the Internet either on their own behalf or on behalf of someone else may enrol to transact via the e-PRS. This would include Information Providers who are as follows:
The Primary Officer is an officer or employee of the Information Provider, who is duly authorized to sign the Legal Agreement on behalf of the Information Provider. Only one Primary Officer may be identified as the Information Provider.
The Primary Officer is responsible for completing the enrolment package and requesting enrolment where the Information Provider wishes to submit information under and for the purposes of the Pest Control Products Act (PCPA) using the Government of Canada's On-Line Public Key Infrastructure (GOL PKI) technology.
Once the enrolment is complete, the Primary Officer will be able to authorize and set up Delegate Officers' and Transaction Users' accounts as necessary to support the business needs of the Information Provider. The Primary Officer may also designate another Primary Officer who is not an officer or employee of the Information Provider to act on behalf of the Information Provider for purposes of the e-PRS.
The Delegate Officer is a person designated by the Primary Officer for the purposes of the e-PRS. When a Primary Officer has authorized a Delegate Officer and activated their e-PRS account, the Delegate Officer may begin transacting via the e-PRS as well as creating accounts for other Transaction Users. In other words, a Delegate Officer has been authorized by a Primary Officer to both transact and/or authorize others to transact. The access rights assigned to a Delegate Officer are managed by the Primary Officer who authorized them as a Delegate Officer.
The Transaction User is a person designated by the Primary Officer or a Delegate Officer for the purposes of the e-PRS. When the Primary Officer or Delegate Officers have authorized Transaction Users and activated their e-PRS account, Transaction Users may begin transacting via the e-PRS. Transaction Users have no authority to create accounts for others and their access rights are managed by the Primary Officers or Delegate Officers who authorized them as a Transaction User.
To transact via the e-PRS, Information Providers are required to enrol. Please refer to the e-PRS Enrolment Guidance Document for step by step instructions on the enrolment process.
Due to the enrolment requirement of submitting originals of the Legal Agreement and the Information Providers proof of legal capacity to enter into the Legal Agreement, enrolment may not be carried out on-line.

Acknowledgement of receipt of the enrolment request will be faxed to the Primary Officer, at the fax number provided by the Primary Officer in Step 2 of the Information Provider Profile Form.

In addition to the above setting, the browsers must have the following features:
A Public Key Infrastructure (PKI) enabled service will be in place to effectively protect Information Provider's confidential business information. The e-PRS will be integrated with the Government of Canada's secure channel leveraging the following features:
Data encryption: The ability to encrypt and decrypt electronic file attachments.
Electronic signature: The means to electronically sign data and documents to ensure the identity and intent of the sender of information as well as ensuring the integrity of the data that is received.
Non-repudiation: A means to defend against a claim of denial of making a transaction in the e-PRS. Involves the use of techniques such as timestamp, transaction logs and storing the transaction data for future reference.
The Government of Canada dictates very specific requirements for the use of its service. These requirements have been adopted by the PMRA and integrated into the e-PRS.
The e-PRS shared secrets are used to validate and authenticate the identity of the user activating the account. The questions selected are at the account creator's discretion, except for the Primary Officer's account which will be predetermined by the PMRA.
