Amendments have been made in 2009 and 2011 to the Consumer Chemicals and Containers Regulations, 2001 (CCCR, 2001)

These amendments have not yet been applied to this Reference Manual and they may render some of the advice in the affected sections incorrect or inaccurate.

The Reference Manual is currently under review and will be updated over the coming months.

Use of the web edition of the Reference Manual:

The Health Canada Reference Manual for the requirements of the Consumer Chemicals and Containers Regulations, 2001 (CCCR, 2001) of the Hazardous Products Act (HPA) provides a section-by-section "interpretation / discussion" of the federal legislation which sets out the Canadian packaging and labelling requirements for chemical products available to consumers.

Although the manual is targeted primarily to program administrators, it is being made publically available to facilitate compliance with the requirements of the HPA and CCCR, 2001.

This Manual is issued primarily for the guidance of those who are concerned with administration and enforcement of the Consumer Chemicals and Containers Regulations, 2001 requirements of the Hazardous Products Act.

A. The Internet has now made it practical to update the manual on a continual basis and thus impractical to distribute revisions by hard copy.

Q. Is the manual copyright?

A. Yes. However, reproduction by any means of extracts is permitted, subject to the following restrictions:

  • a) this manual, including any portion thereof, may not be reproduced by any means nor in any form for the purposes of sale or resale for a direct nor indirect fee; and
  • b) access to electronically stored copies must not require an incremental fee beyond customary subscription fees and costs of connection time.

Health Canada Reference Manual - Notations:

The following notations have been used to identify changes to the Health Canada Reference Manual for the CCCR, 2001 Requirements of the Hazardous Products Act:

amendment: a new section has been added to the regulations

amended: an existing section of the regulations has been amended

corrected: editorial corrections to the "discussion" section has been made

updated: the discussion / interpretation section has been updated as a result of, for example, a newly developed policy

The dates are year / month / day and correlate to the date on which regulatory amendments were officially registered or, with the exception of corrections, the date on which there was a decision to modify the "interpretation / discussion" section; i.e., the dates indicated below do not correspond to the date on which the website was adjusted.
