The active ingredient Consep soybean oil technical (registration number (Reg. No.) 25748) and the formulated products
all of which contain Consep soybean oil technical and are used as personal-use insect repellents against black flies and mosquitoes, have been granted full registration pursuant to Section 13 of the Pest Control Products (PCP) Regulations.

This decision document outlines this stage in the PMRA's regulatory decision-making process concerning the use of soybean oil insect repellents for personal use (Blocker™ series) against black flies and mosquitoes.
The PMRA has carried out an assessment of available information in accordance with Section 9 of the PCP Regulations and has found it sufficient, pursuant to Section 18.b, to allow a determination of the safety, merit, and value of the active ingredient Consep soybean oil technical (food grade) and of the formulated end-use repellent products for personal use, such as Blocker™ Insect Repellent Long-Lasting Oil, Blocker™ Insect Repellent Lotion, Blocker™ Insect Repellent Light Herbal Scent Lotion, and Blocker™ Insect Repellent Easy-To-Use Spray, all of which are manufactured by Consep Inc. The PMRA has concluded that the use of soybean oil personal-use insect repellents (Blocker™ series), in accordance with the label directions, has merit and value consistent with Section 18.c of the PCP Regulations and does not entail an unacceptable risk of harm pursuant to Section 18.d.
These products were proposed for registration in the proposed regulatory decision document PRDD99-02 Soybean Oil as personal-use insect repellents against black flies and mosquitoes. No comments were received on PRDD99-02.
Based on the considerations outlined above, the PMRA has granted full registration, pursuant to Section 13 of the PCP Regulations, for the use of the Blocker™ series of personal-use insect repellents against black flies and mosquitoes.
