The registration of the end-use product Demand CS Insecticide, containing the active ingredient, lambda-cyhalothrin, for the control of structural pests (e.g., cockroaches, ants, carpenter ants) as a perimeter treatment around buildings (e.g., residential, farm, office and commercial structures) and as a crack and crevice treatment in non-residential buildings and non-passenger areas of transport vehicles (e.g., aircraft, boats, trailers, train cars, trucks), is proposed by Syngenta Crop Protection Canada, Inc. The active ingredient is currently registered in Canada for control of certain insect pests in agricultural commodities.

This product was proposed for registration in Proposed Regulatory Decision Document PRDD2003-03 Lambda-Cyhalothrin. This Regulatory Decision Document outlines this stage of the Pest Management Regulatory Agency's regulatory decision-making process concerning the use of the end-use product Demand CS Insecticide containing the active ingredient, lambda-cyhalothrin.

1.0 Introduction

This Regulatory Decision Document outlines this stage of the Pest Management Regulatory Agency's (PMRA) regulatory decision-making process concerning the use of the end-use product Demand CS Insecticide containing the active ingredient, lambda-cyhalothrin, for the control of structural pests (e.g., cockroaches, ants, carpenter ants) in and(or) around buildings (e.g., residential, farm, office and commercial structures) and transport vehicles (e.g., aircraft, boats, trailer, train cars, trucks).

2.0 Background

The PMRA carried out an assessment of available information in accordance with Section 9 of the Pest Control Products (PCP) Regulations. The assessment found that there was sufficient information, pursuant to Section 18(b), to allow a determination of the safety, merit and value of the end-use product Demand CS Insecticide containing the active ingredient, lambda-cyhalothrin, for the control of structural pests (e.g., cockroaches, ants, carpenter ants) in and(or) around buildings (e.g., residential, farm, office and commercial structures) and transport vehicles (e.g., aircraft, boats, trailer, train cars, trucks), developed by Syngenta Crop Protection Canada, Inc. The PMRA concluded that the use of Demand CS Insecticide in accordance with the labels accompanying the product has merit and value consistent with Section 18(c) of the PCP Regulations and does not entail an unacceptable risk of harm under Section 18(d).

This product was proposed for registration in Proposed Regulatory Decision Document PRDD2003-03. No comments were received by the PMRA concerning PRDD2003-03.

3.0 Regulatory decision

Based on the considerations outlined above, the end-use product Demand CS Insecticide containing the active ingredient lambda-cyhalothrin for the control of structural pests (e.g., cockroaches, ants, carpenter ants) in and(or) around buildings (e.g., residential, farm, office and commercial structures) and transport vehicles (e.g., aircraft, boats, trailer, train cars, trucks) is eligible for full registration, pursuant to Section 13 of the PCP Regulations.
