Message to the Natural Health Products community
The Health Products and Food Branch is currently reviewing its timeline for implementing cost recovery for the natural health products industry. As a result we are waiving the May 15th, 2007 deadline for feedback on natural health product fees only. We will communicate the next steps and any future natural health product stakeholder involvement activities shortly.
The purpose of this consultation is to seek input into the revised Cost Recovery Framework developed by the Health Products and Food Branch (HPFB). The Cost Recovery Framework sets fees and associated service standards for the regulation, licensing, and post market surveillance of health products. The framework is a key component of the HPFB Blueprint for Renewal, which aims to modernize the Canadian regulatory system and strengthen its position as an internationally recognized regulatory leader.
The attached consultation document includes both the overall Cost Recovery Framework, and proposed fees and service standards for pharmaceuticals, biologics, natural health products and medical devices. Cost recovery options for veterinary drugs will follow at a later date.
Health Canada is committed to consultations as a valued aid to effective decision-making and quality service delivery. The proposed Cost Recovery Framework was developed with input from Branch advisory committees and key stakeholders from a cross section of industry, health professional, patient and consumer organizations. Input from this consultation will shape the final proposed cost recovery framework, which will then be submitted to Parliament and follow the established regulatory process.

Questions relating to the cost recovery framework
These questions may be of particular interest to consumer and patient groups as well as health professionals, researchers and others with a general interest in cost recovery for the health product regulatory processes. Companies and industry associations may also be interested in responding.
The Business Impact Test is an online survey specifically directed at fee paying companies which will be directly impacted by the proposed Cost Recovery Framework.
Interested parties are encouraged to respond to the consultation questions and/or complete the Business Impact Test by May 15th, 2007.
