Restriction:

By virtue of its inclusion as Item 35 in Part II of Schedule I to the Hazardous Products Act (HPA):

cellulose fibre for use as loose fill thermal insulation in indoor building construction

is a restricted product that cannot be advertised, sold or imported except as authorized by the Hazardous Products (Cellulose Insulation) Regulations.

Exemption:

By virtue of paragraph 12(f) of the HPA,

cellulose fibre for use as loose fill thermal insulation in indoor building construction

is exempt from the [WHMIS] supplier labelling and MSDS requirements set out in Part II of the HPA if "packaged as a consumer product".
