Cellulose insulation
By virtue of its inclusion as Item 35 in Part II of Schedule I to the Hazardous Products Act (HPA):
cellulose fibre for use as loose fill thermal insulation in indoor building construction
is a restricted product that cannot be advertised, sold or imported except as authorized by the Hazardous Products (Cellulose Insulation) Regulations.
By virtue of paragraph 12(f) of the HPA,
cellulose fibre for use as loose fill thermal insulation in indoor building construction
is exempt from the [WHMIS] supplier labelling and MSDS requirements set out in Part II of the HPA if "packaged as a consumer product"
.
