By virtue of its inclusion as Item 24 in Part II of Schedule I to the Hazardous Products Act (HPA):
charcoal for use in domestic cooking or heating
is a restricted product that cannot be advertised, sold or imported except as authorized by the Hazardous Products (Charcoal) Regulations.
By virtue of paragraph 12(f) of the HPA,
charcoal for use in domestic cooking or heating
is exempt from the [WHMIS] supplier labelling and MSDS requirements set out in Part II of the HPA if"packaged as a consumer product"
.
