World Disasters Report 2004 -- This report published by the International Federation of Red Cross and Red Crescent Societies studies resilience of communities in disaster situations. Chapter 2 of the publication is on heat waves in Europe in the summer of 2003 and the need of preparing for changing climate in coming years.

Risk Assessment Panel -- approaches to risk assessment of climate change and health impacts

Many approaches are available that can be tailored to different levels of data, knowledge and resource availability. They all yield useful results for policymakers to manage the risks of climate change to health.

Risk Management Panel -- the local to national role in managing the risks of climate change to health
Each level of governance plays an important role in planning for climate change and minimizing health impacts, at all three levels of response -- prediction of climate changes relevant to health, detection of climate events resulting in possible health impacts, and prevention of health impacts.
