In April 1997, the Canadian Food Inspection Agency Act established the Canadian Food Inspection Agency, reporting to the Minister of Agriculture and Agri-Food. The new agency consolidated all federal resources related to food inspection, previously spread among four federal Departments.
To provide a check and balance in the system, the Minister of Health was given responsibility for assessing the effectiveness of the Agency's activities related to food safety. The Bureau of Food Safety Assessment (BFSA) was created to fulfill this responsibility.
The purpose of BFSA is to provide objective information and advice to the Minister of Health on the effectiveness of CFIA's programs and activities aimed at contributing to the safety and nutritional quality of the food supply. Activities are based on Health Canada's Policy for the Food Safety Assessment Program. Food safety assessments consist of independent, systematic and evidence-based examinations of food safety and nutritional quality components of CFIA's programs and activities. These assessments include reviewing the design and operational delivery of CFIA's programs related to food safety, assessing compliance with health and safety standards and evaluating the results achieved. It is expected that the majority of CFIA's food safety activities will be assessed over a reasonable period of time.
