In respect of funding methods and DSCIF priorities, DSCIF priorities in Quebec will centre on innovative projects that make tangible efforts to include their target populations and have a partnership focus.
Preference will be given to projects that focus on one or more of the following regional priorities in preventing illicit drug use among youth ages 10 to 24:

Priority will be given to project proposals that will make it possible to build multiple partnerships involving the community, cultural communities, family, schools (young adults), the workplace or sports and leisure settings to take effective and innovative approaches. The selected projects will be intervention or demonstration activities and will therefore not be recurring.
The following activities are not eligible: (1) projects and activities that violate current Quebec laws, regulations or policies; (2) programs and services that fall within the jurisdiction of the Government of Quebec; (3) an organization's core activities; (4) activities and projects outside of Canada; and (5) projects whose sole purpose is to do basic research.

In order to be considered, eligible applicants must provide all the information requested on the Proposal Application Form. Applicants must obtain a written recommendation from the Agence de développement de réseaux locaux de services de santé et de services sociaux for the region in question.
The deadline for submission of proposals is December 18, 2009.
The proposals will be submitted to a joint review committee co-chaired by Health Canada and the Quebec Department of Health and Social Services, whose members will also include outside experts. Analysis criteria will be used to assess the quality of the proposals and their adherence to priorities.
Proposals may be sent electronically or by mail, postmarked by the deadline. Please note that Health Canada assumes no responsibility for the loss or late delivery of proposals.
