Committee on Health Workforce

The Federal/Provincial/Territorial (F/P/T) Committee on Health Workforce (CHW) was established in 2002 as the Advisory Committee on Health Delivery and Human Resources by the F/P/T Conference of Deputy Ministers of Health (CDM).


  • Provide a national forum for strategic discussion, information sharing, and action on priority F/P/T issues;
  • Provide policy and strategic advice to CDM on health workforce issues, including the planning, organization and delivery of health services;
  • Respond to requests for advice from CDM; and,
  • Identify emerging issues in health human resources (HHR) and health delivery and develop recommendations for jurisdictions related to the Committee's mandate.


CHW is a standing committee that reports to the F/P/T Conference of Deputy Ministers of Health (CDM).

Membership consists of the federal and provincial Co-Chairs plus one senior level delegate from each federal, provincialFootnote 1, and territorial Ministry of Health.

Work of the Committee is undertaken through its Task Forces which report directly to the Committee. A proposed workplan and budget developed by the Task Forces is presented to CHW and approved by CDM annually.

The Government of Quebec considers health human resources planning to be its exclusive responsibility. However, Quebec remains open to sharing information and best practices with other jurisdictions.
