Article 1.2 of the Tri-Council Policy Statement (TCPS), Health Canada mandates the Research Ethics Board (REB) to approve, reject, propose modifications to, or recommend termination of any proposed or ongoing research involving humans which is conducted within, or by members of the institution, using the considerations set forth in the TCPS as the minimum standard.

The members of Health Canada's REB are appointed by the Deputy Minister and the tenure of the membership will be for a period of three years. The Reporting Authority is responsible for the implementation of any and all recommendations of the REB to ensure compliance. The REB Secretariat, located in the Strategic Policy Branch, provides administrative support to the REB.
