Description - Appendix C - Procurement and contracting governance

The figure in Appendix C sets out the governance structure for procurement and contracting at the Public Health Agency of Canada and Health Canada, including procurement and contracting under the Shared Services Partnership.

The Deputy Heads of the Public Health Agency of Canada and Health Canada oversee procurement and contracting.

For the Agency, the Executive Committee on Management Operations and its Sub-Committee on Science, Policy and Management report to the Deputy Head on a range of issues, including procurement and contracting. The assistant deputy ministers of HPCDP, OCFO, HIS, SSPIA and IDPC oversee the directors general, executive directors, directors and managers from various branches and the National Microbiology Laboratory who have roles and responsibilities pertaining to procurement and contracting. It should be noted that the Winnipeg Common Services Centre within the Infectious Disease Prevention and Control Branch processes all contracting proposals for the National Microbiology Laboratory except for service-related procurement.

For Health Canada, the Executive Committee and its Sub-Committee on Planning and Accountability report to the Deputy Head on a range of issues, including procurement and contracting. The Senior Assistant Deputy Minister of FNIHB, the assistant deputy ministers of CPAB, CSB, FNIHB, HECSB, HPFB, PMRA, RAPB and SPB and the Chief Financial Officer oversee the directors general, executive directors, directors and managers from various branches who have roles and responsibilities pertaining to procurement and contracting. It should be noted that the Contracting Management Unit within the Internal Client Services and Transition Directorate at FNIHB processes all contracting proposal at headquarters for the branch, except for IT-related procurements.

The Financial Operations Directorate (FOD) and the Materiel and Assets Management Division (MAMD) operate under the direction of the Chief Financial Officer. As part of the Shared Services Portfolio, in keeping with the objective of harmonizing procurement operations into a single, national, standardized approach, procurement and contracting activities at the Department and the Agency are managed centrally by MAMD, through the Procurement and Contracting Unit and its four teams (Regulatory Affairs, Internal Services, Programs and Eastern and Western Hubs), as well as the Assets and Data Management Unit.

Regarding the Shared Services Portfolio, the Partnership Executive Committee's Financial Operations Co-Management Table discusses items that include accounting operations and procurement as it pertains to the Shared Services Partnership. The Shared Services Partnership Contract Review Committee reviews and recommends for approval any contracts that are particularly complex or that deviate from policies and regulations, and recommends corrective measures and consequences for non-compliant procurement behaviours. This committee is co-chaired by the Chief Financial Officers of Health Canada and the Agency, who are responsible for reporting on matters of interest to their respective Deputy Head. The four Contract Requisition and Review Committees provide functional oversight and quality assurance in relation to contract administration and on an exceptional basis, escalate extraordinary cases to the Shared Services Partnership Contract Review Committee. Each committee is chaired by a procurement specialist manager from MAMD.
