New Research: Vulnerability is Not Permanent; graph indicating percentage of children experiencing levels of vulnerability from 1994 to 1996. In 1994, 28.9 percent of children were considered to be vulnerable however, in the second cycle, 15.7 percent of were no longer considered vulnerable (resilient), while a new 14.5 percent of children became vulnerable. 56.2 percent did not experience vulnerability at all, and considered to have positive development throughout the study.
